Reloadable Prepaid Debit Card

The Texas ABLE Program is now offering a reloadable prepaid debit card option for new or existing participants to provide additional flexibility and convenience in using your Texas ABLE funds.

The U.S. Bank Focus Card (“Focus Card”), a reloadable prepaid debit card, is a simple and fast way for Texas ABLE account owners to access funds to pay for qualified disability expenses on the go or online. The Focus Card is not a credit card that extends credit or a debit card that draws directly from your Texas ABLE account. The Focus Card is a prepaid debit card that is funded by withdrawals you initiate on your Texas ABLE account.

The Focus Card is a convenient way to help you utilize the funds in your Texas ABLE account. The Focus Card does not withdraw money directly out of your Texas ABLE account when you use it to make a purchase. Instead, you choose a specific amount of money to transfer from your Texas ABLE account to your card. Loading funds onto your Focus Card is treated as a withdrawal from your Texas ABLE account.

Only Texas ABLE account funds can be loaded onto your Focus Card to avoid commingling Texas ABLE funds with other money. This allows for easier recordkeeping and reporting of your account transactions.

The Focus Card cannot be used to withdraw cash through an ATM or bank.

Balances on your Focus Card are FDIC insured.

Fees

The Texas ABLE® Program will charge $1.00 for each withdrawal by ACH in excess of two (2) per month from your Texas ABLE account. Making a withdrawal to the Focus Card is considered an ACH withdrawal.

There is no cost to enroll in the Focus Card program. Please refer to the Fee Schedule for details regarding fees associated with the Focus Card Program.

How the Focus Card Works

Request a Card

Request a Focus Card at the time of enrollment or, if you are an existing account owner, you can log into your Texas ABLE account at any time and request a card on the Profile tab and select Prepaid Card Request. Log in now to order your card.

The beneficiary of the account can request a card or if there is an Authorized Legal Representative on the account, he or she can request a card for themselves or for the beneficiary, but not both.

Load Funds

Once you receive your Focus Card, you can load funds onto the card by logging into your Texas ABLE account, requesting an ACH withdrawal and selecting the prepaid card option. Funds will be available on your card within 3 to 5 business days from the date of the withdrawal.

Loading funds onto your Focus Card is treated as a withdrawal from your Texas ABLE account. Funds loaded onto the card are generally not considered an asset for means-tested federal or state benefits if used for qualified disability expenses. Any funds loaded onto your Focus Card and not spent on qualified disability expenses will be considered an asset for purposes of determining your eligibility for certain means-tested Federal programs, including Medicaid, SSI and SSDI. Any withdrawals for housing expenses that are not spent in the month the withdrawal is loaded onto your card will also be considered an asset for SSI purposes. Pay for Qualified Disability Expense

Use the Focus Card to pay for qualified disability expenses like housing, transportation and medical as well as basic living expenses like food and clothing and keep the receipt. The card can be used online or in stores anywhere nationwide that accepts Visa® debit cards.

Access Card Information

View card balance and transaction history via the U.S. Bank Mobile App or online at usbankfocus.com. Cardholders can opt to receive alerts by text or email when funds are loaded or when the card balance is low.
